The standoff with the 76 Eagles has been moving at a glacial pace. Police have them surrounded but they're not really moving or making actions to extricate them. The occupants are regularly receiving mail and they appear to be in good spirits, with little fear of reprisal.

It is something of a surprise, then, that calling cards have been issued not for the 76 Eagles, but for Sgt. Jackson of the LAPD. They read:

"To Sgt. Markus Jackson, for the sins of gluttony and greed we have found you and your force to be complicit in the aiding and abetting of lawbreakers. For using this city as a stage and your own police force as a twisted theater. For these and numerous other crimes, we judge you to be guilty and we sentence you to death. Your execution shall occur immediately."

Phantom Thieves will find the keywords Theater, Markus Jackson, and LAPD Municipal Office lead to a new palace, the palace the Inquisitors have entered to carry out their deed. The question is, will you stop it?

[A mini-palace will begin on June 27th and is expected to last a week. We will continue to accept applications for Inquisitors through June 24th ending at 11:59 PM Eastern Time. Inquisitors will be briefed on the mission and will be able to take part in logs against the Phantom Thieves.

"Provoked", my arse! What I saw there is the fact that they attacked some of the innocent people before the barricade! The Metaverse Nav is acting up, so I say we have to take a look at those Eagle jerks before they can make any more damage!

“We’re interrupting your current broadcast for a special report.”

“This just in: There has been altercation near West Hollywood involving the controversial militia 76 Eagles and local residents which left three people injured, and the militia is now occupying a former Toys R Us, and the police currently has the building surrounded.

If your commute passes that way, we have a list of alternate routes to take. The LAPD has strongly advised all citizens to take those detours and avoid the area entirely.”

The scene cuts to the aforementioned Toys R Us, with shelving and debris rammed up against the glass front doors to act as a barricade, the squad cars have it surrounded, but the body language from some of the officers don’t seem as tense as one would expect from the situation, before it quickly cuts back to Cadance, then to another person: Hunter Caruso - political Pundit

“Hold onto your britches, Candy.”

“It’s Candace.” The anchor woman’s placid smile tightens.

“Nothing wrong with saying how sweet you are, and look it here: We just got an Exclusive! A Skype call right from the Militia themselves! Seems this guy’s a big ole fan of mine and wanted to give his two cents. Let’s roll it! It’s a recording, so no answers today, but we’ll give you more when we get it!”

It was clearly the inside of the store, in the background, several members of the group can be heard whooping doing chants that sound less like military cadence and more like scout troop songs while waving their guns in a manner that didn’t seem too safe, but they weren’t loud enough to drown out the man in front, dressed in full camo and face painted - the olive grab is split by a bright white smile. Despite his youthful appearance, his voice sounds more typical of a middle-aged man.

“Hey there, people of the broadcast media, and citizens of Los Angeles. Never thought I’d be on TV like this. This is a call to rise up against those complacent to the criminal element lurking in our city. Do you really think a bunch of thieves are going to give you justice? They’re thieves for God’s sake!” He toss his hand up and laughs. “You might be hearing rumors and stories about what went down, but I will say this: We were provoked, they were just foolish enough to bring fists to a gunfight.”

There was more laughter from that.

“Citizens! We ask for your support, for we are the ones who are going bring in the real scums of society, join our cause!” With that the video cuts out, and Hunter Caruso starts to hype up the apparent ‘siege’.

Did anyone encounter one of those 76 Eagles Militia? Not only they are popping around the news programs, but they seemed to swarm around the streets lately. I even encountered one of them a weekend ago.

Good evening, everyone.

Just a small update that I got a device for communications now. I've been working with our landlord on things I could do to gain necessities and a little income. It's not much, but I am still grateful for the opportunities.

If it's not too much trouble, can I ask for some of you to do your part and help keep things a little tidy around the base? I don't mind cleaning, in fact I adore cleaning for it keeps me busy, but it would help me out a lot when I take small jobs to clean for other people.

May could be found almost any part in the Safehouse, wandering and putting things away for some organization.

She is also sitting on the floor of her dorm room, working on a digital tablet to type in notes among a handful of informative pamphlets from homeless shelters, child protection services, churches, and social worker groups. The dorm room seemingly looks the same like the others with the exception of a pile of cleaning products at the end of her bed and a small pile of clothes neatly folded on top of a trash bag.

Slowly but surely, she's figuring life out.

The 76 Eagles were still milling around, but in the last few days, they were appearing in pairs, and instead of passively staring at people, they started to approach people walking alone - minorities mainly - and started to ask questions, most people they talked to start to back off, especially as the militia members start to pat suspicious bulges on their hips and chest.

Getting in earshot, or having one approached you quickly reveal the fact that the questions where a mish-mash asking the legality of the person’s presence in the united states or if they had anything to do with the Phantom Thieves.

They’re careful not to actually touch anyone, but the tone of their voice, the patting of their concealed weapons, the slight smirk that appears when they successfully spooked someone, and their aggressive stance made it clear they hold no good will towards the unfortunate target of their attention.

Given recent events, I believe that another meeting is in order. However, I propose a longer duration, and a change in scenery. I feel like we could use it. I have picked a time that should work for everyone here.

I have left details in the usual place. I have more than enough space to accommodate anyone who wishes to attend.

[ And true to her word, Celeste has left information about this excursion with Shinji at the safe house. The location in question appears to be in a neighborhood in Long Beach, with the dates centered at the end of May, Memorial Day weekend. The invitation is open to all current Phantom Thieves. ]

Ugh, those 76 Eagle creeps really make me shiver out of my head... And I haven't recovered from the events in our last Palace.

In any case, does anyone want to come with me into Mementos for some training? I need to prepare in case the Nav activates again.

Also hate to say it, but these guys know exactly how to push without giving probable cause to get arrested, they're smarter than Woodrow's goons, so BE CAREFUL and don't provoke them, and you know who you are that I'm warning.

“This is Candace Sierra at Wolf News, in light of the recent death of Reverend James Poplett, and the appearance of a second calling card, there is worry in the streets of Los Angeles over the vigilante actions of the Phantom Thieves and the Inquisitors. Today we have a panel on the issue of this brand of vigilantism, whether if there is any justification for taking the law into the hands and what causes people to take such actions.”

All around the city, men and women dressed in knocked-off fatigues, or biker-style vests can be seen loitering around and watching people with alarming frequency. Whether in camo or vest and jeans, they all have patches depicting an eagle carrying a musket rifle in its talons and wearing a tricorn hat.

As the rumors started to fly about their presence - especially when they start to step into people’s personal space to ‘examine’ them, the answer soon came in a series of flyers posted on telephone polls all over, and some obnoxious man covered all the public corkboards in UCLA with them, and they all have the same message:

“The 76 EAGLES are recruiting! FREEDOM is OUR CREED, WE THE PEOPLE are SICK OF TYRANTS and CRIMINALS ruling our streets! MUST BE 18 or OVER and A PROUD PATRIOT to join!!

Weekends are spent training and excerising OUR FREEDOMS with like-minded fellows, and helping FELLOW AMERICANS! Do not relay on THIEVES to solve our problems, TAKE ACTION WITH YOUR OWN HANDS! You will find we PLAY HARD and FIGHT HARD!

Miles Glazier will ACCEPT all TRUE PATRIOTS, visit 76EAGLES.US for how to sign up to SAVE AMERICA!!!!!!!!”

Anyone checking out the website will be blasted with an autoplay clip of the US army reveille, and the site was festooned with enough images of Old Glory, antique guns, and eagles to make one suspect it might be parody, but there is no indications anywhere that it’s anything but sincere, as browsing would lead to photographs of weekend missions, the milita’s newsletter and a mission statement declaring it to be a Milita out to do what the police can’t. The largest button is simply labeled JOIN US, and leads to an application form.

This morning, calling cards for the group known as the “Phantom Thieves” were posted all around the Charity, naming James and Tamara Poplett as their target. Around 7 PM this evening, Pastor James Poplett collapsed for unknown reasons and was rushed to the hospital where he was later pronounced dead. Paramedics who arrived on the scene noticed the children who were housed at the Charity appeared to be malnourished and in poor condition. LAPD arrived on the scene and arrested Tamara and Bartholomew Poplett, as well as several adult caretakers. About thirty children have been taken into protective custody. Had James Poplett survived, he would have been charged as well. We are receiving reports that Tamara Poplett has confessed to using the Charity to enrich her family, as well as to several counts of child abuse. The Popletts are currently in prison awaiting charges.”

“As for the Phantom Thieves, a video was delivered anonymously to the Wolf News station in LA an hour ago. After being checked by local authorities, Wolf News has reviewed the video, the contents of which we are sharing with you today.”

A grainy video appears of a darkened silhouette. The voice is obviously altered and distorted.

“Good evening. We are the true Phantom Organization that seeks to right the wrongs of society. We are the Phantom Inquisition. We have chapters all over the world, and we have a message to deliver to the world tonight - the time of the rich preying upon the poor, the greedy upon the suffering is coming to an end. We will purge every oppressor and tear down this rigged, failed system. From its ashes we will build a new world of freedom and equality. We’re coming for you, and we will kill you. We will not except stolen hearts and confessions, if you have oppressed people and profited from it, your days are numbered.”

The screen fades to black, before returning to Candace.

“Who are these ‘Phantom Inquisitors’? Who are their targets? Who will be the next victims? We go now to our news desk, where our news analysts will break down the situation.”

The calling card was sent, and like the previous Palace, the Military camp was in full alert, the soldiers in white scurried up and down the rows like mice in a maze - but thanks to the path the infiltrators found, one can easily bypass the majority of them by a tear in the back flap. In the middle of a tent that looks right out of Kipling was a mahogany table with a radiant pair of rings on a pillow, upon the intrusion, both shadows of James and Tamara whirled onto the thieves as the cognitive version of their son pounces onto the scene, covering the treasure with his own body. Any attempts to get close is deterred by either Popletts, dressed up in clothing that wouldn't be out of place in a Napoleonic piece.

“How dare you profane this place?!” Shadow James roared as the pair stare down the thieves.

“I should’ve known this would happen, the children weren’t doing their duties, and now some awful thieves are trying to ransack our camp.” Tamara hid behind her fan, like her normal version, it seems she has an aversion to her eyes being seen.

“It’s to be expected, dear. These people have no idea how to act civilized, what a man has belongs to him, that is how it is ordained. Soldiers, there’s intruders - seize them!”

From the main flap, there’s a scurrying of feet and the clanking of metal against metal - preventing escape.

It's a day before the scheduled infiltration and yet, Augustine was not mentally prepared for it. Sure, he is relieved that there is a new Operator joining them, yet he is worried that it might not be enough. Not to mention they may be facing Shadows of their targets that are using their charity as a front of an ulterior motive. Just thinking about the abuse that those children had to endure and how heartless these people are.

Right now, he is alone inside the Safehouse after work with the TV still turned off, pondering not only about the upcoming infiltration, but wondering how many more people were corrupted by greed and pride. Not to mention if there may be a limit to the group's actions as Phantom Thieves.

[Mato can often be found hanging out at a neighborhood basketball court while the Todd Woodrow Palace infiltration mission is unfolding, putting a lot of effort into practicing. It's pretty clear to anyone watching that she's playing distracted, though, as she misses more shots than usual and seems to be silently berating herself every time she messes something up. There's definitely something on her mind right now. It's a perfect chance to come and talk to her when she finally sits down on a nearby bench to take a break.]

The air around the camp was cold, seemingly a reflection of reality judging by occasional shivers of the smaller "soldiers". The perimeter was well guarded, it would need be breached before a calling card could be sent and the treasure stolen. As team one enters, team two waits in the wings to challenge the shadow if necessary and steal the treasure.

[This event will be split into two parts - the first part, beginning now, will include the infiltration of the general Palace and securing a route to the treasure. The participants will be:

Naomi had gone in to the palace to take a quick look around. She wasn't sure what she expected, but what she saw made her blood boil. The way the child Shadows were treated hit close to home, even if she'd never experienced it personally. She'd immediately left after seeing one of them tossed in a pit.

Outside, she'd returned to the safe house and begun to just pace angrily, making clawing motions with her hand--she needs to put the anger somewhere. If she doesn't find an outlet soon, she might end up destroying something. Naomi was never good with dealing with her emotions, and this just makes her too angry for her to honestly handle.

Someone might want to grab her and calm her down before she actually wrecks something.
